ah you misunderstand. development of main character is worth five points in the scoring.
this is one of the things that fanfics are renown for - the main character doesnt change.
main purpose of any story is to show off the main character and why he does what he does. a character develops by inserting background and conflict to motivate him to do something. then through his experience he usually learns something or changes dramatically.
this part of the rubric might also be called having a moral, theme, or purpose to the story. if youve ever seen the movie Adaptation, the point it pushes in the first half of the movie is that the character has to change for it to be a story at all.
what fanfic is renown for, then, is that the characters dont change; they dont develop into better or worse versions of themselves.

Oh, I get it. Let's say i'm writing in like JK, with harry as the main character, and I put him through all this stuff, but he doesn't lose his "Harry-ness" and most certainly doesn't have a change in personality and become a death eater.
